The drive from Seattle to San Francisco can easily be done in 2 days by taking the direct, fast route on Interstate 5. But of course it does not offer the scenery that you desire.
Fortunately Highway 101 is very scenic. It runs along the Pacific Coast and offers views of the ocean and rugged coastlines. I suggest aking I-5 from Seattle to the Washington/Oregon Border. This section is about 3 hours drive. Then you can either take Route 4 West on the Washington Side or State Route 30 west on the Oregon Side. These roads traverse the mighty Columbia River. Both are considered to be scenic drives. (If you go on the Washington side, watch for route 401 to cross the Columbia River to Astoria, Oregon.) From there you can meet up wih Highway 101 south.
Oregon is renouned for it's rugged coast. You'll find some lovely towns along the way. Many of these towns are weekend destinations for Oregon and Washingon residents.
In Northern California 101 will take you through the Redwoods National Park. This park is beautiful with the Giant Redwoods and coastal location. But I think an even better place to see the Redwoods is the Humbolt Redwoods State Park. Highway 101 will also take you through this park. It is south of the Redwoods NP. At the state park, watch for signs on the highway for the Avenue of the Giants. This is a scenic byway that runs parallel to 101. It is a short drive. But it makes you feel like you are in the center of the forest.
From Eureka, CA (located between the 2 parks) highway 101 traverses inland. 101 will take you across the Golden Gate Bridge and into San Francisco.
As far as gourmet meals and romantic B&Bs, I do not know of any in particular that I can recommend to you. Traveling away from the cities it can either be harder to find fine dining or you may find that hidden gem that caters to the weekend getaway crowd. I think that often the best thing is to ask the locals. Though "gourmet" can depend upon one's palette.
