    You do not need a US driver's license to rent a car or to drive in the USA. You can use any valid European license. If you check our car rental link on USATourist.com , and search with "Phoenix" and the dates in December when you will travel, and pick "no preference" for car type...

    Hello Jenn and Matt, If you were to drive from L.A. to Seattle on the Interstate Highway you could do it in 3 days of heavy driving. Driving the Pacific Coast Highway is a good bit slower.
